This has been a field of popular research for aircraft. It might be possible to do the same for vehicles. In regular cars there are usually lower hanging fruit to reduce drag but in this special application plasma generators might have payoff above certain speeds.

If you compare the drag coefficient of a semi to something like the Aptera, I think there's probably not enough extra benefit to plasma generated streamlining.
