Looking at it in more detail. I was thinking the Aptera might be covered by the "multipurpose passenger vehicle" description, but now I don't. Multi-purpose passenger is a vehicle for less than 10 based on truck chassis or off road. Much of the the other rules apply to commercial vehicles, so the Aptera probably won't need identification lights. Not being a car saves it again!
While I do not think it will be mandated by law, I do see the practicality of having a front and rear indicator on the front wheel cover (especially in black). I think the best way is by using a COB glow strip as opposed to a LED strip lighting which shows serial punctate light emissions. A dual density strip can also be used as part of a turn indicator. A steerable wheel would be the most dangerous part for another car or motorcycle to bump into and deviate your direction or control of the vehicle.
Seems odd quoting requirements for a motor vehicle (truck or car) for a motorcycle. Aptera has bypassed many issues because it is a motorcycle, like no side view mirrors and side view cameras
Technically it would need 3 high "identification" lights and 2 wide "clearance" lights to identify it to oncoming traffic as a wide vehicle. Maybe the wheel pant lights will satisfy the clearance light requirements.
The turn signal LED strips could also be used when parking as parking lights. In addition, in the wheel covers distance LED strips could be integrated. The paint could be fluorescent and visible at night, like Biomega.
I dont know about motorcycles, but seems it can be Done on cars

Aptera is an autocycke registered as a motircycke in most states so.... Who knows what applies
E.g. Aptera has no conventional side view mirrors because it is not a car
I believe clearance lights can't be on "fenders", & must be on the roof, but probably only required on a car or truck, not an Aptera "motorcycle".
