So, I know I can charge up to about 44 miles on a standard clear, blue sky, equinox day. What might one expect on a cloudy rain day, like in the rainy season in Panama?

Probably some. There is no right answer to that. My 8.1kW PV array at home can generate anything from 50+kWhs a day all the way down to zero, all depending on the angle of the sun and just how cloudy, dark and stormy the day in question happens to be.
Panama is in the tropics, or nearly so, so the sun angle will most assuredly be good at least.
