I understand why a convertible would not be an option - but a Targa, utilizing a sliding section above the driver and passenger could be done. That's what's needed to sell me one, anyway.

Just hire a custom shop to do it. They can figure out how to do it and deal with the wrap. Since it's a different panel it should be as simple as just cutting off the old wrap and rewrapping it if needed - but since the solar is removed it's probably more simple than that.
A lot more than the wrap will need to be replaced. The roof solar panel is a single molded piece. Under that is the liquid skin cooling system buried in the single molded piece roof panel used to capture and move heat away to improve the efficiency of the solar panels and help heat the car and battery in cold weather. You'll need custom molded replacements with their own molded in capillary cooling channels to replace it. A molded boat or aircraft manufacturer MAY be able to make the parts for you after a few $100K for the engineering study. Maybe.
What John is asking for is really a new model of Aptera, not a job for a chop shop.
Since Aptera is all about efficiency and safety, and this change would both increase weight and reduce crash safety and efficiency, especially with the roof open, I don't think the Aptera company will buy into it. . . .
. . . unless you're willing to foot the bill for a full custom model from them. How many million you want to spend on this?
